UK customs clearance post-Brexit - transport documentation

Brexit turned RO → UK transport into an operation requiring full customs clearance. Here are the documents we prepare for every trip.

1. The core documents

  • CMR — international consignment note.
  • Commercial invoice — in EUR or GBP.
  • Packing list — number, dimensions and weight of packages.
  • EORI number — for both the UK shipper and consignee.

2. Customs declarations

  • Export — filed in Romania (AES system) or the EU country of origin.
  • UK import — through CDS (Customs Declaration Service), handled by a British customs agent.

3. GVMS and pre-lodgement

For the Dover / Calais / Eurotunnel routes, the driver needs:

  • GMR (Goods Movement Reference) — generated in GVMS.
  • ENS (Entry Summary Declaration) — at least 2h before boarding.

4. Tips from our experience


  1. Prepare documents in advance

    At least 48h before loading — customs delays can cost days.

  2. Check the consignee's EORI

    Frequently expired or invalid. Confirm it before departure.

  3. British customs agent + ADR/excise goods

    You save days of waiting at the port. For ADR/excise goods, confirm CDS clearance in advance.
